It's because the path to your tmp directory is wrong (as far as I can tell).
You just need to fix the tmp path in your Joomla configuration or, as mentioned above, use /images as tmp directory in the module.
Note that having a proper tmp path in your configuration is a must have.

You are 100% right. My temp path was C:\path\tmp which should be C:\path/tmp
