Hello,
the answer is right here... you need to set permissions to the stylesheet files. There are numerous answers on the subject in this forum if you are having trouble setting the permissions up. Get back to me if you cannot get it to work

You did the right thing.
I think the difference is in Admin Tools. Do you have it set up the same way in both Joomla! configurations? That may be where the difference is.

This is where it's weird 
. On the other Joomla configuration, I did not have to allow the access to
stylemaster.css.php in the htaccess file.
I really don't know why I had this problem.
